SPRINGFIELD — Kevin E. Kennedy, who moved from roles as mayoral and congressional aide to become the city’s chief economic development officer following the 2011 tornado, has died.

Kennedy, 70, a lifelong city resident, played a critical role in the changing face of his hometown over the past three decades. He is credited with having shepherded projects like the selection of MGM Springfield and construction of the now 4-year-old casino, the arrival of CRRC and its rail car factory and the rehab of Union Station.
